You used to be able to demote certain pages inside of Webmaster Tools / Search Console so they wouldn't appear as organic sitelinks. Unfortunately they took that ability away so now it's much more difficult to try to get Google to display the exact sitelinks you want.
One potential workaround solution is to run a paid search brand campaign on Adwords with sitelinks that have descriptions. You'll generally capture 50% of the clicks at a CPC of under $0.50 and your sitelinks are almost always visible (you just can't determine the order they appear in).
