Makes sense, wasn't it just the last 6 months we (the little guys) were able to advertise on Instagram through Facebook?

You probably are aware, Instagram is owned by Facebook. Up until then users had to advertise through the FB portal. It probably took them that long to create the advertising model (part of the platform) in Instagram itself. That's fairly typical.
It's there now @ https://business.instagram.com/advertising.
